You can make an HTML page to be used as a Contents page for your CD-ROM. This HTML page should contain the links to your quizzes included in the CD-ROM; you can easily do this with any HTMl editor (eg. Microsoft FrontPage, Macromedia Dreamweaver, etc.).
Then you should create a text file (named autorun.inf) to be placed in the main folder (root) of your CD-ROM. See here for more information about creating your autorun.inf: http://support.microsoft.com/support/kb/articles/q172/0/78.asp
If your Contents page is named contents.htm, then your autorun.inf should contain the following lines:
[autorun] OPEN=CONTENTS.HTM
